The first point is that management of international public organizations is qualitatively different from the management of national public sector institutions or the private sector. What is learned from that experience is only partially applicable to international management. Management of non-sovereign international public organizations means that the direct enforcement of decisions is impossible, revenue cannot be collected, national political processes cannot be tapped and, most significantly, managers cannot appear to be basically in charge of managing the system.
